"Like most government programs, Gov. Guinn had good intentions with the Millennium Scholarship, but it was soon obvious the program could not be sustained without additional infusions of cash. Now it is on the verge of becoming another government entitlement program, the ending of which, or even cutting back, will cause public outrage. I say end the program now. No one has paid into this program except tobacco companies, so no is entitled to receive their money back out. It is going to hurt in the short run, but students made it through college before the program existed, and many will make through without it."
